*Social Development*

1) The MMA Government Policies were the educational segregation but overall, the focused on to increase the female education at primary level. Total 22% budget allocated for Education.

2) There was an increase of 96% in the educational budget of NWFP(now KPK) in the tenure of 2004 and 2005 when the total budget was increased from PKR 10.4 Bn to PKR 20.4 Bn.

3) There was increased of 26% in the children attending schools in NWFP in the era of 2003 to 2005. 34% increase of female students and 19% increase of male students at the primary level. Five hundred thousand students were granted free education.

4) First ever Women University were established by MMA in 2005, the university now named as Shaheed Benazir Bhutto Women University. 32 Colleges for boys and 28 colleges for girls were also established by the MMA govt.

5) Record 139 projects were initiated in the health sector including first ever accidental emergency hospital other projects include burn center, kidney and cardio center. MMA took the health budget from PKR 291 Mn to PKR 2,172 Mn.

6) Additional 6000+ lady workers were deployed in the underprivileged areas. Immunization rate increased from 57% to 76%, massive step towards social development.

7) First ever self-financed hydropower project (Malakand III) in the history of NWFP (now KPK) was established by MMA Govt. with the capacity of 81 MW.

8) MMA Govt. initiated the project of 20 small and medium sized dams out of which 8 dams got operational within the era of govt. including changhoz dam, naryab dam, sarki lawaghar dam and kandar dam – auxiliary. 39 thousand acre of barren area were utilized for agriculture due to these dams.

9) Construction of 600 KM roads and 11 bridges were completed in the MMA era.

10) Commencement of Darul-Kafala centre for beggars, poor children & women and Drug Addicts Rehabilitation Centre at Peshawar in 2005.

11) MMA Govt. invested more than half a dozen billion rupees in the markets due to which succeeding two governments enjoy the funds relaxation.

12) Thousands of people were given jobs by MMA which came to power vacuum due to which their role in government institutions were strengthened.

13) Through Skill Optimization Programs (for women only) established 130 institutes in 24 districts enabling women to earn through their expertise.

*Political Transparency*

1) No major corruption scandal in which any involvement of minister or advisors to minister were reported in the entire tenure of MMA govt. and even after two successive other tenures.

2) In response to the query, "In your opinion which province is the most corrupt?" The respondents of each province considered their own province as the most corrupt except NWFP (Now KPK). On national level, only 13% thought NWFP as the most corrupt while 15% thought Baluchistan the same. Punjab and Sindh were 42% and 28% respectively as the most corrupt province.

3) In 2010 Transparency International Survey, 78% people of NWFP thought previous Govt. (MMA's) was cleaner than current.

4) Three ministers were replaced by MMA on the hint of alleged illegal activities. More than dozen of MPAs were warned by MMA leadership since complaints of their inaccessibility to general public been reported.

5) MMA rejected any change to the Kashmir policy and emerged as the only outright supporter of the Kashmir "jihad" at the time of their rule.

6) Leaders under the MMA umbrella had issued fatwas of death on American Soldiers and had categorically denied the September 11th attacks in the United States as having been conducted by Osama bin Laden. MMA was completely vocal against the war on Afghanistan and had been pushing Musharraf Regime to pull out from that war. All of the member parties are pathologically opposed to America as a world power and it’s "handmaiden," the IMF, and want Pakistan's foreign policy turned around. At the verbal level, MMA is closest to the minds of the Pakistani people.

7) The female members of MMA in Lahore in 2003 demanded the ban on numerous NGO's whom they considered the most harmful for Pakistan.

8) MMA fought a long lost battle of accepting the LFO as a constitutional part. After two years of this exhausting negotiations, MMA agreed on one condition that Musharraf will relinquish the post of CoAS and would serve only as a president of Pakistan , Musharraf promised the whole nation on the national TV and MMA put their acceptance. However, Musharraf welshed and didn't let go off his dual posts.

*Religious Inurement*

1) The NWFP (now KPK) Assembly adopted the Bank of Khyber (Amendment) Bill, 2004, by virtue of which the bank to work as Islamic banking system in the province.

2) It is the MMA which has been giving tough time to the liberal political agenda of the Musharraf regime on various domestic and foreign policy issues.

3) In June 2002 the parliament in NWFP approved legislation to make Sharia, or Islamic teachings, the governing law in the region. Since taking control of the province, the ruling Islamic alliance (MMA) banned music on public transport, medical examinations of women by male doctors, male coaches for women athletes and male journalists from covering women's sports.

4) The anti-obscenity campaign were launched by the youth of MMA.

5) In the mid of October 2003, the obscene pictures and billboards were banned by the provincial Government.

6) MMA had been the only powerful force in the entire history of Pakistan who was able to control and neutralize the sectarian violence.

7) Additional PKR 36 Mn were allocated for minorities in KPK who were at the time of MMA govt. made 0.4% of the total provincial population.

*Background*

The above all were achieved and initiated with following weighty constraints:

MMA was having the govt. in NWFP (KPK) - the most sensitive provinces bordering Afghanistan and where the ongoing U.S. military operations against Al-qaeeda and Taliban carried out.
All the heads of the civil institutions were either military personals or ex-military personals.
The terrifying amount of suicide attacks and drone attacks were happening in the Pakistan majority of which were happening in NWFP (now KPK).
Maulla Fazlullah of TTP was supported by the then federal Government to create problems for the MMA Government. (Research study by Institute of peace and conflict studies in 2009 as "Sawat: a critical analysis")
